Many people think that dealing with unauthorized construction, simple housing certification, and Building Department orders must be a big expense. I set up LeastWork for a simple reason: I’m not an engineering firm, I’m a consultant. My role is not to sell you projects, but to help you figure out which projects are really required by the law, which are avoidable, and which are plugged in for you to do. My income doesn’t increase because you do more work, so I don’t have any incentive to ask you to demolish more than needed. This is the core of LeastWork — meeting the legal requirements with the minimum, most precise amount of work.
You might ask, so if you don’t do engineering as a consultant, who does the engineering? I have long-term Registered General Building Contractors (RGBCs) who are responsible for the construction and I am responsible for designing, supervising and negotiating with the Buildings Department. You need a one-stop shop and I can help you arrange it until the end. But the key is that the decision on how much work to do, in what way, and when is up to me as your independent consultant, not the contractor. This division of labor is important because a conflict of interest is almost inevitable if judgment and construction are done by the same company.

I’ve seen too many cases where landlords don’t know what they’re doing from the start. The contractor said it would be demolished, the AP said it would sign it, and the money kept giving, until in the end it was not even clear what changes were made to their house, why it was done, and what impact it would have in the future.
The philosophy of LeastWork is not to make decisions for you, but to help you make them. This practice is actually not common in the small engineering/renovation industry in Hong Kong. The business model of most companies is "package price, one stop", you pay and don't care. On the surface it’s convenient, but in practice you have no idea where your money is being spent, which projects are mandatory and which ones you can actually skip.
I myself am an Accredited Person (AP) and Registered Professional Surveyor (Building Surveying) with over nine years of construction project management, practical experience from commercial renovations to unauthorized construction handling and simple house certification, and can directly issue certification reports and drawings. In structural and fire protection, I have long-term collaborations with Registered Professional Engineers (RPEs) covering the structural, civil, fire and building equipment sectors. At the construction level, my partner contractor is a Registered General Building Contractor (RGBC) with the Department of Buildings, ISO 9001, 14001 and 45001 certified, capable of handling all scales from small projects to full conversions. Their Director itself is RPE (structure), so whether it is architecture, structure, mechanical and electrical, interior design we have professional talents to handle.
